Session 1: Behavioral Healthcare: Approaches to Increase Value for the Organization and Meet Community Needs

With skyrocketing demand, the health care industry has struggled to meet behavioral health needs. As hospitals and health care systems prioritize a variety of opportunities and challenges, leaders and executives are looking at best practices to address behavioral health practices. Panelists will discuss ways to achieve and coordinate high-quality care, reduce utilization in the emergency room, structure its workforce, control costs, and address ethnic and racial disparities of the community.

Session 2: Legislative Update: Key State Health Legislative Issues Facing Leaders and Healthcare Organizations in Texas

Politics affects every aspect of our economy, and despite the COVID-19 pandemic’s transition, it still informs approaches to policy and lawmaking. This is particularly important to understand following the Texas Legislature’s latest legislative session that wrapped up in May. Hear from health care policy experts as they detail numerous public policy and legislative issues affecting health care delivery. See where leadership is needed to affect future lawmaking and regulations as well as how your practice or hospital might be affected. Join us as we discuss measures impacting healthcare presented by the Texas Hospital Association and Texas Nurses’ Association.

Our Speakers

Session 1

Margie Barilla has over 15 years of experience in health care – with a specialty in mental health and addiction. She has served on various committees as a keynote speaker with RAINN – the national’s largest anti-sexual violence organization and a delegate to the United Nations CSW57 San Diego – which focuses on the elimination and prevention of all forms of violence against women and girls.

Over the years her nursing background extended her passion and led her to – oral systemic health connecting medicine and dentistry. Incorporated her public speaking, nursing background, she has the opportunity to serve prestigious medical and dental organizations in the United States.

Established 15 outpatient mental health hospitals from January 2019 to December 2021 in Texas, Oklahoma, Louisiana and California serving over 33,000+ clients (5 to 17 ears of age).

Today she is on a national tour on behalf of Mindcare Today Healthcare Resource Magazine – providing awareness classes at 57 events in 37 states.

Stacey Ward MSN, RN is currently the chief administrative officer for Ascension Seton Shoal Creek. Stacey has spent the past nine years in health care leadership in the psychiatric setting, and has received several awards for her nursing leadership, including the Governor’s Certificate of Congratulations for Nursing Leadership and Exemplary Service from the state of Vermont. As a previous psychiatric nurse, Stacey is an advocate for mental health care, and has served on several related advisory committees and community task forces. She also has spoken at conferences nationwide on topics such as reducing seclusion and restraint and patient and family centered care. Stacey achieved her masters degree in nursing from Southern New Hampshire University where she also received her bachelor’s degree in nursing.

David L. Evans has over 40 years of experience as a leader in the behavioral health, intellectual and developmental disabilities, and substance use disorders. He received his bachelor’s degree in social science and a masters in education.

Mr. Evans is presently the CEO at Integral Care.

He also serves as the executive director of the Center’s affiliated non-profit Integral Care Foundation.

Session 2

John “Jack” Frazee is a graduate of the University of Houston Law Center and practices civil appellate litigation.

His legal career began in the Texas Legislature where he served as a health care policy analyst for Rep. Garnet Coleman. He staffed the House Public Health Committee, advising the ranking committee member on all issues held before the committee.

After leaving the Legislature, he advised various health care non-profits and elected officials on emerging policy issues pertaining to disaster management, drug development, and vaccination programs.

He currently practices law and serves as director of government affairs and general counsel for the Texas Nurses Association.

Cesar Lopez, J.D., is the Texas Hospital Association’s associate general counsel, and serves as part of a team managing all aspects of THA’s internal and external legal matters, and assists with state and federal advocacy efforts before the Texas Legislature and regulatory agencies.

Before joining THA, Cesar was a part of the legal team at Group Health Cooperative (now Kaiser Permanente of Washington), in Seattle, WA, and also worked with the Washington State Hospital Association, MultiCare Health System, and The Polyclinic, which is a large physician owned practice.

A Rio Grande Valley native, Cesar earned a Bachelor of Arts degree in political science from Trinity University, a JD from Albany Law School, and an LL.M. in health law from the University of Washington School of Law.

Lance Lunsford is an experienced health care executive with notable roles in hospital communications and marketing as well as a long history in health care advocacy and public policy.

Lance Lunsford began his career in journalism where he became a published author. Today, he does work in media relations on healthcare’s most difficult issues as well as marketing strategies around public affairs and campaign engagement needs as well as service line volume enhancement. His company, Groundswell Health is based in Austin, and designed a custom communication system to assist over-committed health care communication teams.
