Many of society’s most critical issues confront healthcare organizations daily. From access for the uninsured and under-insured, children and elder care initiatives, patient safety and Medicare and Medicaid changes, healthcare organizations must address myriad issues. In addition, healthcare must also deal with payer demands for cost containment and the growing expectation for transparency. How can your organization advocate on those public policy issues that clearly affect your community and healthcare providers? How important is it for healthcare leaders to become involved in policy issues at the local, state and national levels? Can your participation really impact how regulatory and fiscal decisions get made? What are the advantages or disadvantages to your organization in joining this kind of an advocacy effort?
Moderator: Sarah Churchill Llamas, Partner at Winstead, P.C.
Sarah Churchill Llamas is a healthcare and health information technology attorney and a nationally-recognized expert in health IT solutions, having been appointed a Health IT Fellow by the Office of National Coordinator for Health IT under the U.S. Department of Health and Human Services (HHS). Sarah is a shareholder in Winstead’s Austin office, and is a member of the firm’s Healthcare Industry Group as well as the Corporate Securities/Mergers & Acquisitions Practice Group.
Sarah is widely regarded as being a seasoned business development and operations executive with a strong focus on strategy and a passion for innovation in the healthcare space. She joined Winstead from private industry working for an international healthcare company. Sarah is a solution-oriented attorney who adeptly balances business goals with regulatory requirements.
Panelist: Carlyle Walton, President/CEO of Metroplex Adventist Hospital, Inc.
Mr. Walton is currently the President/CEO of Metroplex Adventist Hospital, Inc. Mr. Walton previously served as President/CEO of Takoma Regional Hospital in Greeneville Tennessee for 11 years. He completed his BS degree in Accounting with a minor in religion from Washington Adventist University in Takoma Park, Maryland. He holds a Master’s degree in Health Services Management from the University of Mary Hardin Baylor in Belton, Texas. He is a Certified Public Accountant and a Fellow of the American College of Healthcare Executives.
Mr. Walton was born in British Guyana, South America. At the age of 20, he moved to the United States with his parents and two younger sisters. After completing his college education, he worked four years with the public accounting firm Ernst & Whinney in their healthcare practice division. He lived for 10 years in Killeen, Texas where he worked at Metroplex Health System serving as Chief Financial Officer, Vice President of Operations and Vice President/Administrator- Rollins Brook Community Hospital.
During the almost 11 years he lived in Greeneville, Mr. Walton was very active in community and civic affairs including being a member of the Regional Policy Board in Region 4 of the American Hospital Association, Tennessee State Board of Licensure of Healthcare Facilities, Kiwanis Club of Greeneville and the Comcare Human Rights Committee. He served as the Chairman of the 2000 United Way of Greene County campaign, the 2003 Greene County Partnership, and also graduated from the 2000 Greene County Leadership Program. He also served on various boards including Holston United Methodist Home for Children, Heritage Community Bank, Tusculum College and the Greene County Partnership.
Since his return to Central Texas in 2009, Carlyle who is a member of the Killeen-Heights Rotary Club, has re-engaged in the community serving as the Chairman of the Greater Killeen Chamber of Commerce, and the Killeen Industrial Foundation. He currently serves as a trustee of the Killeen Independent School District, the Vice-Chairman of the Workforce Solutions of Central Texas and on the boards of the Heart of Texas Defense Alliance, Temple Symphony Orchestra, and the Foundation Board of Texas A&M Central Texas. Carlyle and his wife, Astrid are active members of the Killeen Seventh-Day Adventist Church where they serve on the church Board in the roles of Elder, Sabbath School Teacher and Church Treasurer.
He is the 2008 recipient of the Adventist Health System “Crystal Angel Award” for Senior Executive Leadership, 2006 George Clem Multi-Cultural Association, “Raising the Standards” Award, 2004 Milligan College, “Leaders in Christian Service” Award, 2003 “Greater Tri-Cities Business Leader” Award, and the 2002 Adventist Health System “Community Involvement” Award. In 2016, the Greater Killeen Chamber of Commerce Public Education Council recognized Carlyle as the Public Education Person the Year.
Carlyle’s pride and joy is his family: wife of 32 years, Astrid, and their two children – Christopher, a law graduate of the University of Texas, Austin and currently employed with Centex Technologies as the VP of Legal Affairs/Government Division and Ashleigh, a registered architect currently employed by Urban Design Associates in Pittsburgh, Pennsylvania.
Panelist: Charles Smith, Executive Commissioner of Texas’ Health and Human Services
Gov. Greg Abbott appointed Charles Smith to be Texas’ Health and Human Services Executive Commissioner, a job he started June 1, 2016. As Executive Commissioner, Smith oversees a system with nearly 56,000 employees that serves more than 7.5 million Texans every year in more than 600 programs ranging from Medicaid to the Supplemental Nutrition Assistance Program.
A proud graduate of Texas Tech University, Commissioner Smith began his career as a volunteer in the Attorney General’s Child Support Division in 1988. He rose to serve as the division’s director as it became the top rated child support program in the nation.
Panelist: Ted Shaw, President/CEO of Texas Hospital Association
Walter “Ted” Shaw joined the Texas Hospital Association as the organization’s fourth president and chief executive officer in February 2014. Shaw brings expertise forged from a 40-year career in health care leadership to his role as key strategist and spokesperson on behalf of more than 430 THA member hospitals.
Prior to joining THA, Shaw served as interim executive vice president and chief financial officer for Parkland Health and Hospital System in Dallas, where he led the development of the Medicaid Transformation Waiver in North Texas and the construction of an 864-bed replacement hospital. From 2004-2011, he was a partner with the Dallas-based Financial Resource Group LLC, a health care consulting firm where he specialized in interim operational turnarounds with facilities across the U.S. Prior to joining FRG, Shaw was president of the health care consulting firm W.T. Shaw Company from 1998-2003.
His legacy for leading impressive turnarounds includes assignments at Jackson Memorial Hospital in Miami, the third largest public health system in the U.S.; East Jefferson General Hospital in Metairie, La., both before and after Hurricane Katrina; Fletcher Allen Health Care in Vermont; and Maricopa Integrated Healthcare System in Phoenix. In addition, he has a strong background in health care technology and insurance, having served as chief operating officer of Health2Health.com, an Internet-based HIPAA solutions company; and with Dallas-based CareSystems Corporation, a workers’ compensation technology support firm.
He began his career with Ernst & Young in San Antonio, Cleveland and Dallas, achieving the role of partner with responsibility for the Southwest Region Healthcare Practice from 1973-1992. Shaw holds a bachelor’s degree in business administration in accounting from The University of Texas at Austin, and is a certified public accountant and a fellow in the Healthcare Financial Management Association.
